turn signal woes

My right turn signals are not working and I'm hoping someone with a better understanding of the system than me can maybe help point me in the right direction. Here are all the details:
All bulbs on the car are brand new and of the correct size.
Headlights/Marker lights: Everything works.
Hazard Switch: Everything appears to be working properly with the hazard switch on. The bright filament of the front marker lights flashes, the fender and quarter lights flash, and the bright filament of the taillights flashes.
Left Turn Signal: The bright filament of the front marker lights flashes and the bright filament of the taillights flashes along with the indicator in the dash flashing at the same time. The side marker light do nothing. Is this correct operation?
Right Turn Signal: The bright filament of the taillight comes on and stays on. The front marker light does not come on (I tested it with a multimeter and it does not have 12v at the bullet connector). The dash light does not come on. The side marker lights do nothing.
I'm confused by the fact that everything works when the hazard switch is used, but not the turn signals. This makes me think the problem may be in the turn signal switch as opposed to being a problem with the bulbs/sockets. Any suggestions???

yea it sounds like a problem with the combination switch(at the steering column) Do you have the shop manual? i would just jumper the wires under the dash to see if that triggers the signals, the hazards are a separate function that is after the switch.
