Trying to find manufacture date.

I'm trying to locate the manufacture date of my 71 AN600. I receive
multiple tickets for not having fenders due to my modified chassis.
I've learned from the CA DMV web site that if my manufacture date is
before Jan 1, 1971 that I a exempt from the law. My Chassis # is
1035990. Any help is appreciated. If I can offer any further info to
assist, please PM me. Thanks.
