Looks like a used stock shock. Do you have a picture of the repro shock?

I like to use a 5 pound sledge ! With the wheel on (stock steel wheel) hub cap off, a steady blow to the wheel at the strongest point between the lug nuts will usually allow the wheel to turn.
A 71 Honda is the split year where the adjusters are either inside the drum or on the back side. If you have the stainless side trim you should have the adjuster on the back side of the brake plate. Easy to adjust if on the back. If adjuster is inside the drum you will have to rotate and look in drum with a penlight. Go Lefty-Loosey on the screw adjuster.
