Transporting Tires - Caution in Calif.

I just took 12 worn out tires to the city dump. (They fit nicely into
my Honda 600 Pick Up truck) They charge $2.00ea to take them. I was
told when I got there I was lucky the CHP didn't see me as there is a
$25,000 fine for transporting more than 10 used tires without a
permit.
The info card they gave me says it is unlawful to dispose of tires
anywhere like the side of the road or in a dumpster or the like. The
fine for that is only $10,000 with possible jail time. I can
transport 9 or less with no problem, I just don't get the thinking of
State of Freakin' California on tire disposal. Stateboard of
Equalization used to impose a $2.00 per tire sold in Calif for tire
disposal. And if I was selling new tires I had to report it to them
also. They repealed that one finally, like the litter tax the State
Board tried to make us pay (we who hold sales tax permits).
