Who knows what's the purpose of the breather tube off of the steering
rack, and is it necessary? Thanks in advance.

The bellows have air and as they move the air needs to go somewhere. When you turn the steering wheel,
the bellows on one side is forcing out air while the other side is intaking air. The tube makes sense because it keeps it a closed system free of dust and dirt. If you remove the tube, it still works but you run the risk of
sucking in dirt/dust which will shorten the life of your steering rack (but you may not see the effects of it for a long time).
