steering wheel misaligned on column

The steering wheel on my coupe is not aligned correctly.  It is set 90 degrees counterclockwise from where it should be.  I finally took the wheel off, and discovered that I cannot fix it unless I went even further, and remove and reset the "steering wheel foundation" (item #6 in my picture).  See this picture that illustrates my problem.

Does the steering wheel foundation just "come off"?  And if so, will it let me spin it 90 degrees?  Or must I do something even more drastic to get this problem fixed?  And I wonder how my steering wheel ended up like this anyway?

Hi Steven;
Removing the three bolts and wheel is normally not necessary.  Just bump the steering wheel from under side or rock the wheel nback and forth to remove it from the shaft.  Then just reseat it.
But, my question is why is your steering wheel like that in the first place?

Hi Steve,
    Why not just follow the steering wheel linkage under the dash and find where the yoke connects into the rack and pinion box at the firewall.  You can loosen the bolt, pull the yoke off, and then orient it the way you want the steering wheel to be positioned.

You were wondering how your steering wheel end up this way?   When I replace the ignition switch electrical contacts,  I sometimes find it easier to drop the entire steering wheel assembly and replace the part outside of the car.  When you put it back in place,  if you do not get the steering wheel properly aligned before connecting the yoke,  the wheel will be offset.  That is one possible explanation.
