The story I heard on these scrapped cars is the heat exchanger was defective and the concern was carbon monoxide getting into the passenger compartment. They did not want these cars to ever get on the road or be used for parts. The insurance company covering the loss required the cars be scrapped.
That seemed more plausible than just being high mileage. They could have donated them to a high school drivers ed program or auto mechanics class.
