The trailer doesn't need the car to be registered or licensed since none of the Honda's tires are on the highway. For the tow dolly, you do need to have the vehicle licensed or permitted. Can you get a trip permit for the vehicle from your DMV?
So why not lie to U-Haul? Why do they need to know what you are hauling and if it is legal. You are allowed to haul more than one vehicle since the rental is by the day and not by the vehicle. U-Haul can't issue you a citation and you don't buy liability insurance for a trailer.
If you have car insurance, you are covered in the event of an accident. Many insurers automatically insure your new acquisition for 30 days under your current auto insurance policy. They are thinking you bought a new vehicle to replace an existing vehicle and do not want to have to write a second policy while you sell a car.
