Same issue on my Sedan. One side blinks while the other side stays solid. All lights are fine and the hazard switch makes all markers flash normally. I have to agree with Bill and say it's probably something in the flasher unit. I will pull mine apart also and see if I can clean up the innards. I did play with it a couple weeks ago and got a good electrical jolt when I loosened the flasher ground and tried to operate it. I've done vehicle installations for 30 years and never been bit like that before, made me scratch my head as to why?

ya I've been "bit" by the flasher relay as well a few times.  it'll give u a good jolt

I was just looking at the flasher in the manual wiring diagram and there is only a single flasher point meaning it is shared by both left and right side. If one side works the flasher is functional/ok. The problem is in the turn signal switch itself. It is complex. It has to connect/disconnect circuits when it is moved and not allow brake lights to over ride flashing. The hazard has its own flasher it is not a test of anything except your bulbs. There is another possibility. If the failed circuit has enough resistance/bad connections to not have enough current to make the flasher operate. This is unlikely because the light would be real dim and something would be real hot. To bad you are not near Monrovia CA because we could figure this one out real quickly.

If one side works and the other doesn't then the flasher is good and it could be one of the bulbs.  Maybe the front or rear.

ok everyone, the flasher does not know which side is working at any given time, so if it flashes on one side not the other, the flasher is good, also a new one can be purchased from any auto parts. As for it not flashing on one side only and will the other check all grounds as a flasher only works thru resistance and if the grounds are not correct then they will not flash on one side or the other. also check all bulbs and contact surfaces as that can affect them as well. i believe there is also a electronic flasher available that may help with this problem and eliminate the flasher as a problem in the system.
 as for the steering column turn signal switch the brake lite comes thru first from the brake switch to the turn signal then breaks into each side and cancels itself out when switched from left to right leaving constant power to the opposite side to keep the brake lite on that side on while the direction you indicate goes thru the flasher to indicate a turn in that direction. (left or right) so the flasher does not know which side is turning, just that one way or the other is needing flashed while the other side stays on when the brake is stepped on. when the brake is let off the turn will stay on flashing until cancelled at the lever . at which time with the lever in center position both brake lites are turned on at the same time to indicate a stop when the brake is applied.
 as for the 4 way flashers I cannot remember on the hondas,but most times it uses a different flasher and the brake lites thru the brake switch, that cancels out any turn signals that you may want to turn and makes them in-operative until the 4-ways are switched off. they work with the brake lite switch which is why when they are switched on and you step on the brakes the lites stop flashing and stay lite until you let off the brake then they return to flashing again. so they  are basically a seperate system tied into the brakes thru the switch and is why they will still operate most times when one side will not flash and the other will. there is enough resistance to make them flash all at the same time.
     I know this is long but maybe it will help clear up problems as thru the years as a professional mechanic, i have tracked these same problems using this  as my basis for diagnosis.

I just installed a 3 prong electronic flasher in my N600 and it works much better than original
