Tran;
Your question was, "is it grounded" you were answered correctly. But the test to see if the rectifier is good is to see if any of the wires are grounded, which means that if a wire is grounded the rectifier is no good. So, all the wires in the rectifier are insulated to protect them from grounding out.

got it. for the three wires coming from the generator to the rectifier does it matter which order they go? cause they are all white.

Tran,
It doesn't matter. The output from the generator is AC. Be advised that the rectifier diodes can be open as well as shorted. If one of the diodes is open then one leg of the output of the generator will be doing nothing. This will rob the voltage regulator of one phase from the generator. You will have less current to work with and potentially lower voltage. You do need all diodes to work. I used an oscilloscope to test my diodes. Using a scope allows you to verify that each leg of the bridge provides a full-wave rectified output.

I am getting about 1 to 3 volts for the wires coming from the rectifier.
the single white wire, im not getting any volts.
and for the wires from the stator im getting 12volts...
