The FTC  actively tests devices which improve fuel economy (click here ).
They filed a lawsuit against a company which claimed to turn water into water gas and use it to propel the vehicle.  Water is not considered a fuel which is why it is used to put out fires.  It would take a lot of energy to make water become a combustible product.  Water is not used to fight fires with certain metals (e.g. magnesium and sodium) because they are capable of forcing the water to break down into hydrogen and oxygen which is then a combustible mixture.  So,  while water has the potential to become a source of energy because it contains oxygen and hydrogen,  I don't see it boosting the car's fuel economy if you are going to use the electrical system of the car to break apart the water molecule.  It takes a lot of electricity to break down the water molecule.  The fuel cell-powered vehicle uses hydrogen and oxygen (in compressed or liquified form) to produce power and these vehicles do work very well.  But they are getting the hydrogen and oxygen produced elsewhere.  And if that program ever goes into mass production,  oil will probably be used to generate the hydrogen since it takes less energy to pull hydrogen from an organic molecule than to pull hydrogen from a water molecule.  But if you were doing a home-brew system,  you could use solar energy to split the water molecule and also compress the gases for your fuel cell vehicle.

"Overunity"....... You aint going to get out sufficient HHO compared to the electrical energy you are having to put in. Not with conventional auto electrics anyway.
I am a big supporter of HHO research. I am also a realist. A hybrid is the best bet at the moment, technology has to advance before anything more than that is gained.
I am intent on making an n600 at least idle on HHO. I believe it is possible to do this if a correct cell design is perfected, reliable catalyst used & permanent magnet high efficiency alternators used to generate the energy that is to be required. Industrial servo motors are ideal for building these.
Their is an absolute load of junk on the market at the moment & it has given a bad name to all HHO systems. Mythbusters attempt at HHO was an insult, a complete non-starter & they knew it, it was meant to portray such systems as rubbish...... that alone was great encouragement for me.
