I called my local Honda dealer parts dept, they could not find 16900538004, so they offered to order me this part instead: 16900538024. Will this work instead of 16900538004?

I don't know, did you ask if it has the same right angle for the inlet and outlet?

Here are some old part numbers which worked for me;
Purolator PFC-3 which became Purolator F20003
Napa FIL3068
You may be able to find a current part number which cross-references to these numbers or contact Purolator and ask them for the current part number.
It used to be a filter which was readily available at auto part stores.

PS These numbers are for the fuel filter at the fuel pump .... not the filter at the carb inlet.
