I am guessing those fins must be fabricated or grafted on. The engine is
stuck in a British car, after all! It's a sedan motor - no tach cable.

The engine, from the looks of the carb & front pipe is the Non
Synchromesh engine. The fins are on what used to be the heater
exchanger. Someone removed the shrouding on the exchanger. I
suggested to the seller he post the engine number, he offered the
engine for sale in this group about a month ago.
