I have boxes full of nice retractor belts but they are all stuck. The good news is your seat belts are still under warranty.
The bad news is they don't have any to warranty them with lol.

Most stuck seat belts just need some lubrication and some time. Shoot some lubrication into the heart of them and start trying to work them back and forth. Eventually they'll be as good as new with full retracting capabilities. Takes 15minutes.
