Timing troubles?

Where should we look first?
My Father's AN600 used to backfire when going down a hill without pressing the gas; and didn't have any trouble accelerating. Now, no backfire, Dad says it lugs badly. And the spark plugs are gunky indicating a rich fuel mixture.
Anyone familiar with these symptoms, or know the area to go to?

Timing, vacuum advance or carberator diaphram. MAYBE more than one.

If you have a hole in the exhaust up near the down pipe where the exhaust is still hot decellerating down a hill will cause popping  or back firing.

Clean the carb, check the points and condenser, sooty plugs could mean a number of things, not excluding timing or a rich carb.
